Soil Survey - Is the Check for Clearance of Explosive Ordnance Mandatory?

Hello everyone,
a brief excerpt from our soil survey. We are building in Baden-Württemberg. We have the building permit. Is the proof of ordnance clearance mandatory? There were still 2 old barns on the property recently (these had already been there before World War I and II).
Acquaintances built 2 streets away in 2020 and have never heard of this... Maybe you can help?

Who actually checks this clearance?

It says right there,
request to the state explosive ordnance disposal service,
they will respond in due course

then everything is easy for you. For us, there would have been no building permit without this certificate.

Warning, requests to the explosive ordnance disposal service took about half a year lead time with us (separate evaluation of allied aerial photographs). But fortunately, the local building authority had approval for the entire new development area.
