Is that insulation for the concrete intermediate ceiling? It actually makes little sense to insulate that. Do you have sloping roofs on the upper floor?
A vapor barrier in front of the insulation felt is absolutely necessary in my opinion.
So if the attic is already insulated and heated, the top floor ceiling does not need to be insulated. Only the sloping roof sections all the way down completely.

Because the legislator has specified for the heat generator that it must be located within the heated envelope. Controlled residential ventilation encounters an issue with condensate when it is "cold." The surfaces are therefore at least passively heated through heat transfer between the floors/rooms.

The vapor barrier will definitely be used. According to the consultant, a vapor barrier on the floor ceiling would not be necessary.
