For me, the footpath was unpaved and was dug up multiple times during the construction work. We then submitted a request to the city, which subsequently supplied the paving stones. I had them installed. It was about 18m² and the labor (done by a specialist company, with the excavation contractor involved) was in the hundreds after a while. And now I have a proper footpath. The neighbors across the street are thrilled, there is only that one footpath, and they have already said that the winter services will be so much easier now... So you don't have to calculate huge sums. Of course, at the end of the money there is still construction left... But still, maybe this is a compromise: the builder does the work, the municipality provides the material? You can always still submit it to the insurance.
