Should a parking space be included/submitted in the building application?

Hello everyone, I want to build a city villa. Picture 1: development plan, Picture 2: development plan with a sketch of the house.

A double garage (with roof terrace) will be submitted in the building application in front of the house. Last week I spoke with a consultant from Ga-La Bau. He suggested including and submitting two parking spaces in front of the garage (driveway area) in the building application. According to the development plan, 2 parking spaces must be proven. In my case, my double garage is sufficient.

Ga-La Bau says:
- if the house is expanded (in the future), two additional parking spaces will be available
- if a retaining wall is necessary, there are more options with parking spaces compared to no parking space
- with two parking spaces you can park your car there anytime if you do not park in the garage
- you are allowed to provide the parking spaces. If you do not use them later, no one cares

The developer says that all of this is nonsense. Can you help me? What are your opinions? THANK YOU for your help.

Where do you drive up from? From the south? The red things are the parking spaces or the driveway? And how are you supposed to tell the difference between driveway and parking spaces now? By the way, I agree with the landscape gardener with his arguments, nevertheless the two mentioned parking spaces simply remain the driveway or the driveway is two parking spaces.

I only see a spacious driveway to the two garages here. Whether the driveway also serves as a passing bay or future parking space is, I would say, up to you as the owner.

Due to the roof terrace, the garage loses its privilege in terms of boundary construction. As a result, you effectively block off your entire property. Would perhaps 2 separate and detached carports/garages suffice? They could be moved to the boundary, and there would be something like a "garden" left in the middle in front of the house.

Entirely my opinion! Since parking spaces are exempt from procedures, they can also be easily created later or the driveway can be used for the parking space proof. I have no idea how this statement can be justified legally in terms of building law. This does not require representation in the building application. This would need to be checked. There are development plans that exclude parking spaces outside the buildable area. If you do it later, nobody cares even more.

That's right: the parking spaces are the driveway.
