Material costs 15€ for a calibrated meter. The question will be what the water supply company charges beyond that.

The water meter cost something between 20 and 25€, I replaced it myself and the sealing was, to my knowledge, around 50€.

Our outdoor water demand has been quite different in recent years. Some years it was about 30m³, but in one dry year it went almost up to 80m³, if I remember correctly.
So you already save by the end of the first year and then for the remaining 4. For those who have a large pool, it is likely to be even more worthwhile.

The risk I see in our case is that due to climate change it will eventually be forbidden to spray the lawn with drinking water. Compared to all of Germany, we get significantly less rain. Then you start building a cistern, which would have paid off much earlier if built in time.

Getting a well approved in such regions is then also no longer possible. Or well owners are likewise instructed not to extract anything anymore (unless it’s already dried up anyway).
A cistern at household volumes is empty after 1-2 weeks. Without a well, it’s pretty pointless and expensive.

This is how it worked for us: installing a water meter with calibration date (does not need to be sealed), cost 15 euros, and the installation was done independently. The main water meter is read annually (reading is sent by email). The water on the garden meter is reported once a year and then deducted. We have a form for this, where the meter reading and usage must be entered.

We quickly recovered the costs, as the garden was newly laid out and had to be watered heavily accordingly. Due to the additional south orientation, we used 45 cubic meters of water in the first year.

I had the external water meter installed by the plumber when he was at the house anyway for heating maintenance. It cost around 100 euros. The plumber sealed it. I then reported the installation to the utility company using a form and have been reporting both meter readings since then. No basic fee applies.
The utility company once came to check the installation at our neighbors' house with very high garden water consumption to see if something was wrong. But everything was fine. They really do water that much.
