Scheduling apartment handover and moving

Since we are currently at the beginning of October, there are still three weeks until the next cancellation interval. I would determine the further procedure after the first viewing, depending on how much actually still needs to be done and what, in the worst case, is missing for moving in.

Can you, or more importantly, are you allowed to move in before the official handover if necessary? Missing electricity or missing water would be bad, no key to the lock would be fatal, but everything else might be manageable for x weeks.

Yes, we will wait until the end of October to decide on the further procedure. Moving in before the official handover is not acceptable for us. We want everything to proceed in an orderly manner (1. handover with key, 2. install kitchen, 3. move).
