Should one insulate between the rafters up to the ridge or only up to the upper edge of the intermediate ceiling between the attic rooms and the attic, and then insulate the ceiling?

Or insulate both?

Dam up to the ridge is more expensive because it involves more surface area than the floor of the intermediate ceiling.

You "can" do it, but you shouldn't if the attic is actually only planned as a storage room and not for short-term development. It is always more sensible directly above the last residential floor!

If you insulate up to the ridge, you also heat up to the ridge. This should also be considered.

.... It will get cold in the attic during winter, and a certain amount of moisture will form.

I am very surprised that these statements are supposed to have been made by a TÜV inspector.

Insulating up to the rafters is better. But not everyone can do it because you need a professional rigid foam or insulation cutter for that, one that can also make corner cuts. Not even every craftsman has such a styrofoam cutter.
