I thought this was the finished state, talk to the roofer about it, maybe he waited until the neighbor was ready before final completion.

No, the neighbor is not renovating. I am currently only concerned about the tiles that simply do not reach the gutter.

Have the roofer explain to you how he intends to solve it. Of course, the gutters need to be connected and the [Einhangbleche] are also missing. But somehow it still doesn’t look finished. The right tile is upside down, isn’t it? Talk to him and then take action.

That's exactly how it looks with the different roof tiles as well. Have the next steps explained to you, then you will know more. The transition should definitely not remain like that.

Don't get hung up on the tape or the gutter. This is an interim status and not finished. I think (hope) the tape was temporarily sealed so that it drips less there until it is finished. The connection from the pans to the gutter is also not finished, that's clear. What matters to me is whether I have to be satisfied with a long eaves flashing, or if it's simply wrong and the pans need to be covered differently.
