Roof at the edge of the village

Hello my dears, we want to build a two-family house - the plot is located on the edge of the village and there is no development plan. It has already been discussed with the municipality that we would like to build a house with E + I and a 25-degree pitched roof. Therefore, we have recorded this directly with the municipality in a notarized contract stating that this is okay. The municipality has already approved our plan and forwarded it to the district office. Today I was near the district office and thought I would ask about the status of things, then the lady told me she was going to contact me in two weeks and inform me that the plan was rejected because I have to make a pointed roof (meaning a completely new plan), because at the village edge you are not allowed to build a house with E+I. I have now given her a copy of the notarized contract. She then said, "well, are you already aware that I have to forward this to the legal department?" then I said "yes, you can do that, because the 2nd apartment, as approved by the municipality, should also become a full living space." I have searched the internet and found nothing. Is that true?! Does anyone know such a case? Did I behave correctly?!

To my understanding, it is such that the house must blend in with the customary local development if there is no development plan. Here it helps to get an overview of the houses, roof shapes, tile, and brick colors along the street. The approval authority can therefore reject the application if the house threatens to stand out from the row and thus does not correspond to the local appearance.

Hello!

I cannot claim that I understood everything. What is E+I supposed to be? And a Satteldach is a gable roof!

Otherwise: A building permit authority has considerable discretion. And if the municipality has made written commitments to you, it is liable for damages; it will therefore have its own interest in approving.

Otherwise: Off to the lawyer!
