Reliability of an energy calculation for KFW55, too high?

Hello,
I also received the KfW calculation today.
It is supposed to be a KfW55 house with a 9 by 11m floor area.
The annual primary energy demand is stated as 76 kwh/m2a for the reference building, ours is 33.8. That is less than 55% of the reference building, so it seems okay to me.
I do not understand the transmission heat loss. For the reference building, 0.376 is specified, for us 0.249. Shouldn't that be less than 55% of the reference building?

No, the transmission heat loss must only be less than or equal to 70% of the reference house.

I have not dealt with the subject at all yet. The expert has now confirmed KfW55, during construction it will be checked again to ensure that the specified materials are installed, and then the confirmation will be filled out at the end?
