The municipal council consists of completely normal people. If you attend the citizen question time (if available) or the individual regulars’ tables of the factions and introduce yourself personally, you can achieve more than with dubious donations.
If the council members are blocking (the son/daughter of one or another person is also supposed to get a building plot, …), the way to the local press is worthwhile. Politicians often react very quickly when you publicly show how antisocial they are.

Now I'll ask it the other way around: what use is a justification to you if it doesn't change the outcome? And furthermore – if you were to take a cozy approach (putting it kindly, actively participating in village life), and as a result still got one of the properties: do you want to have to say thank you for the rest of your life?

If you don't have a reliable contact with a superior authority, I wouldn't bother with it any longer in your place, but rather direct my antennas in another direction. Especially in Bavaria, away from the big cities, there's truly enough land available for purchase.

Hello, I would never want to move to a community like that. It wouldn't come to that that I only get a plot of land if I kiss up to the gentlemen from the municipal council......but that's typical local politics. Regards

Outside the big cities, you also won’t be rejected. Why should one have to say "thank you" all their life? The old municipal council members die off soon enough. Who says you have to kiss their asses? If building land is in high demand, as an applicant you also have to take action and speak with the municipal council / mayor. Why should the municipal council then still reject people if they want to participate in local affairs and the community?

Well, if only 3 out of 6 plots have been sold since 2012, then the requirements for a buyer seem quite high to me.

What a racket. Here there is also an application process but it is publicly visible and organized according to social points. Families with children, disabled people, outsiders who have a job in the area, etc. are preferred. There is a points system and if more than a certain number of people are interested in a property, the one with the most points gets it. Once the initial rush for a new development area is over, usually "first come first serve" applies.
