Exactly, that is not a problem!
In all other cases, it should apply here that you will probably get a "standard contract" and either sign it as is, or the municipality will do the deal with someone else. However, these are also normal contracts that do not contain major problems. Possibly there may be an obligation to build within x years or so, but major pitfalls when buying from the municipality are rather unlikely.
Nevertheless: read the contract carefully before signing.
The community wants to find out what kind of freaks want to build here; what local ties they have; whether they tend more towards a gravel garden or a hemp plantation. Whether you later stand 50/50 or 43/57 in the land register will be completely irrelevant to them – whether married maybe unofficially not, but you should not be discriminated against for that (and as foreigners only insofar as the native bonus points naturally exclude). In any case, you are not giving a binding declaration yet on how the property shares are to be registered.
