Problems with the light shaft, unfortunately water in the basement

Good morning,
we have been living in a house for 2 years and now have water in the basement for the 2nd time.
The water is pushing up and cannot infiltrate quickly enough through the clay soil (which is around the house).
Now my question to the experts here. Does anyone have the same problem and have found a solution for it?
My idea was to tape the window with a plexiglass sheet and place a submersible pump in the light well.
For this, I would have to reopen the edge of the driveway and lay a drain hose into the front yard.

Are there possibly any other suggestions?

Install a drainage and a drain below the light well and connect it to the sewage pipe.

Thank you for the response. Would I have to break up the driveway again for this? A drain to the sewage pipe is apparently not planned by the municipality. I already inquired about this during the house construction and it was rejected.

I have my own shaft on the property.

Those who ask a lot also receive answers they do not like.

How is the drainage from the roof routed?

The water from the roof runs into a cistern in front of the house and into the sewage. Possibly it was full yesterday and overflowed. This allowed the water to find an underground path to the light well on the side :-/

There was simply sloppy work done in the drainage planning. The effort to "straighten it out" afterwards is of course higher. But do it right from the start as already described above. Drainage under the light well, connected to the cistern (thus only indirectly to the sewer) - done. How do you want to supply and monitor the submersible pump with power?
