Problems with the approval of a carport

need help

I want to build a carport in front of my house (6.50m x 7.60m)
Distance to the boundaries 2.8m - 4.0m (so far no building on the boundary) The driveway of the carport has a length of 4m.
According to the municipality, it is not approved because they require a minimum driveway depth of 5m, so that a car can still be parked in front of the carport.
Do I have to comply with the municipality's requirements or can I build as I want.

or convince the community that only smarts will park in front of and inside the garage.

but unfortunately, the community holds the upper hand. I can't say exactly what the consequences are though
