I am currently driving through Sweden. Between neighbors, fences are the absolute exception. Facing the street, maybe 20% have them. And that is more in the larger cities, not in the outlying residential areas.
They even have Allemandsret. That means everyone is allowed to walk across anyone's land as long as they don't steal or break anything. They can handle it too. No one would spy on others' terraces. They can simply show consideration better than a fence. They also never have roller shutters....[emoji1]
That's just culture. In the USA, you'll already get hassled if you even look at the concrete slabs (yuck!) of the driveway. You get stared at suspiciously if you stop for a minute and look towards the house.
