Also check with the municipality whether the plot can even be developed. I know several cases where this unfortunately no longer worked, for various reasons. And just because there is already a house on the neighboring plot does not necessarily mean that building is allowed or possible on the adjacent plot. Just as a tip, even a commitment from 10 years ago is not necessarily still valid.
