Hello Steven,
There is no “better” or “worse”, you can build excellent houses both from stone and from wood - or shacks. It depends much more on the builder than on the choice of material.
I do not like “air pump” heating systems. Most houses where I have seen this were “stuffy”. If at all, then with controlled monitoring of the humidity. A lot of technology and then also no longer inexpensive. The most pleasant warmth for me is radiant heat - like the sun on the skin.
Topic flooding: Do not build in the floodplain or design the house so that it can stand in water without damage - that is first a matter of design, then of the material. For high groundwater there are white tubs for the basement.

It is not stuffy here.

The white tank protects well from the outside. How is it when water enters through the window, with drying it off.

Actually, there should be experience in the area, which is good for floods.
How likely is it that there will be another flood.
There are areas where wet feet several times a year are normal

Build a house on a hill and tile up to the ceiling on the ground floor.... Water and houses are a potentially bad combination. How high was the water in '94? What are the forecasts for a hundred-year flood; it doesn't really help you if it stays dry for 30 years and then everything floods. I mean Bavaria? has now stopped payments for flood victims (too expensive) everyone should insure themselves accordingly.

Hello everyone,

thanks for the helpful answers.

Yes, how high was the flood in '94.. Phew, good question. The river (more like a small stream) is about 200m away as the crow flies (roughly checked on Google Maps). The water was about 20cm high there.. After that, a high dam was built. Since then, it has been quiet.. other areas "drowned" in 2010, but not the property anymore..

I will write more details later, I am currently at work O.o.
