Plot of land next to the S-Bahn line - please advise

Hello everyone,

we have found a plot of land, and almost everything fits.
The plot is located directly next to the S-Bahn line - exactly at an S-Bahn station. The line is small (2 tracks), there are no overhead lines, no ICE trains, mostly S-Bahn and sometimes freight trains. The direct distance between the plot and the S-Bahn is about 50-70 m, but there is a large noise protection wall + big trees in between, furthermore the line/station is "sunken" - so the height difference between the plot and the S-Bahn line is about 20-30 m (see photo, the plot further to the left about 20 m away from the wall). The noise level is therefore more than acceptable and is not a problem: we took time and properly assessed the noise level with different trains.
The considerations are:
1. Potential source of electrical/magnetic smog that can be harmful to health. Most reports I have read, however, describe e.g. high-voltage overhead lines. Does anyone have knowledge/experience with this? Especially whether it plays a role here that there are no overhead lines, a large protective wall, and that the plot is at a higher elevation.
2. The development plan allows a lot, but among other things it states "For the southern edge development of the planned mixed-use and residential area, a reduction of the building height to a maximum of I+D is to be sought." The plot is exactly the southern border to the S-Bahn. How should this be interpreted: mandatory or a strong recommendation, and if still 2 floors, then at your own risk? The 2 houses next to it (same line) were built with SD and 1.5 floors.

Is there anything else hidden regarding the S-Bahn?

Overhead lines of the railway in Germany usually have 15 kV. The rule of thumb for the distance from high-voltage lines is 1m per kV, so 15m. Electrosmog is negligible on properties along railway lines. Especially compared to the health damage caused by noise when you live extremely close. Is there a switch at that location? My aunt lives in Stuttgart directly on the S-Bahn (Handtuchgarten, residential street, railway embankment) and on top of everything, there is a switch over which it always rumbles. I understand the development plan as a recommendation. They want you to build small so that the bedrooms remain behind the noise barrier, but they do not want to forbid it. And even if you consider the noise level okay, I would still pay attention to soundproofing and the additional costs for higher soundproofing classes already when choosing the construction company. Good sleep is hard to replace.

No, absolutely straight track.


We would build a city villa. The height is almost the same as a single-family house with 1.5 floors. Increased soundproofing is definitely planned.
