Plot of 600 sqm with old building

Hello dear ones,
So I have the following concern:
We have a plot of land in sight that is affordable (like a 6 in the lottery here in the area). Now there is an old basement construction on the plot that is about 20 years old.
The size is 11.50 x 10.50m, height is 2.00m.

Now I wanted to know if it makes sense to put a house with a basement on the plot (the excavation is already there) or to fill it up and put a bungalow on it.
Does anyone have some figures and tips.

Do you mean apprenticeship in Lower Saxony? Or is there one in Saxony-Anhalt as well?

Filling large holes so that it is ultimately load-bearing for a house is not free of charge. I would rather want to build with a basement then.

The question is, what can the existing basement construction still be used for.

Teaching in Lower Saxony ;-) The property is in Saxony-Anhalt. Well, everything would have to be completely removed from the cellar (since rainwater and the rest of the weather have done quite a bit of damage after 20 years (cracks in the foundation). What do you think that costs with the filling? You can’t use simple soil from surrounding construction sites for that because it will definitely settle a lot and the stability is not sufficient to lay a floor slab on it.

Do I understand correctly: the "property" is actually a building ruin where someone stopped about 20 years ago before the basement ceiling was installed? I would consider having the basement inspected by a building expert, a structural engineer, and a water damage restoration specialist. The costs of demolition in the pit are no joke. There are entire shopping centers that were rebuilt on insolvency-mass basements. The exterior dimensions fit well with common house designs. If the basement ceiling is already in place, I would probably partially or completely remove it so that the house built on top is not already dictated in terms of the location of the stairs, utility room, risers, and downspouts. You can upload pictures (although I don’t know if this is already possible for new members here), then a somewhat more precise opinion can be formed. P.S.: The architect of the original building permit should still be findable, who would be my top choice to continue planning—as long as you are not unlucky that he was employed by the bankrupt contractor and is no longer available.

Yes exactly. They built up a basement and then stopped because there was no more money (according to [bauamt]). So it would rather be worth leaving the whole thing standing, removing something, and building the house on it? I would have to check my phone right away to see if I still have any photos.

I have to say that the property is about 600 sqm and you could move the house 3 meters forward to gain space for a garden in the back. Somehow everything is a bit annoying. Does a [Sachverständiger] look at it for free?
