What kind of development area is this? As far as I know, when it comes to sealed surfaces, appropriate infiltration must be done on the property, meaning water collected via drainage channels or point drains must infiltrate on the property (either through a point or surface infiltration).

Even with a driveway/patio made of permeable material, infiltration is only possible to the extent allowed by the substructure; eventually, limits are reached, and for example, with a driveway made of gravel or chippings, water must be drained off during long or heavy rain.
