- My amateur approach would be: Is there a development plan that regulates whether ancillary structures outside the building boundaries are permitted or not?
- Paved driveways also have to cross the non-buildable area somehow and are basically no different. Monitoring the use of a driveway (e.g. for parking) is not the task of the building authority.
- Is there a regulation where you are about how many driveways/how wide/where/... are allowed? If all that is unproblematic, simply declare it as an additional garden driveway and that’s it.
