In the basement there is this opening, which is completely tiled except for 2 cm, where there is a gravel bed. There is also very clear water in it. What could that be? According to the seller, the water was always used for watering the garden. I am a bit concerned that it could overflow since there is no pump or anything inside.
The building is on a slope and one side is only 0.5 m in the ground. It should be a raised basement.

It is a sump pit. Why it was built actually doesn't matter as long as the sump does what it is supposed to do, namely drain.
I myself had one under my basement, but with a pump and covered. The water was soapy, I wouldn't have wanted to use it.
