If the desire is a city villa, then I would recommend building a basement with the ground floor and half-burying the basement so that it gets real daylight rooms, in order to plan either the sleeping area or living area there. You have to consider this when designing, as it also works better with the parking spaces. Actually, no bad conditions if you are willing to deviate a bit from the standard city villa.

The is mistaken here. According to my calculation, that is not even 1 m diagonally in the house (7%). This is easily possible without a basement. Also without major retaining walls, if you do not want a flat piece of land. Where is the house supposed to be placed?
