One thing is still not really clear to me. How is it with turnkey construction including the purchase of land from the developer? It is basically a purchase contract for e.g. 500k€(140k land, the rest house). What notary fees apply here for what? Are only 1.5% on the 140k€ due or what should be expected for notary + land registry entry?

Notary fees are always based on the notarized value. The rule of thumb 1 to 2 % is to be understood as meaning that with low contract values it tends more towards 2 % and with high values more towards 1 %. The fee for registering the mortgage depends on the amount of the mortgage.
