New construction - Is it advisable to lay basement tiles immediately? (Moisture)

Our question is, can the basement be tiled immediately because of the moisture?

I have heard that the walls in the basement should only be painted in 1-2 years because the house has moisture and also brings moisture when moving in.

What about the floor tiles in the basement?

Why should it be different in the basement than on the ground floor or upper floor? Of course, every moisture should be given the chance to escape before being enclosed.
