The option E/D of the development plan narrows down to D as soon as the first D at the common boundary has been applied for.

I understand it as "offset," otherwise one would not talk about a DH. And also here: This will refer to the projected side, which would not exist without an offset. The OP is then threatening the same on the opposite piece. However, you are allowed to carry thermal insulation over the boundary, though I do not know if the regulation only concerns subsequent renovations. Ultimately, regarding the question: Just ask how they imagine the side insulation: whether they would accept your insulation then? Then they may see the disadvantages, if the architect hasn't told them already.

The exhaust shaft is marked in red, then approximately 40cm of moisture will meet the cold wall from his wall, the kitchen floor plan is final, cannot be changed.
The 1-2m offset must then be plastered and insulated from both sides, he wants to plan the insulation on our property side.
For the kitchen, I don't care (the terrace is on the side), but plastering was not planned with us, not even according to the development plan.
Below is the development plan:

The lender sees this critically, as the land charge is on the property and then there would be foreign objects on the property. The bank will definitely not agree to that, and neither will we.

Oh, and the property must be filled up by 1.5m, and then where the offset would be, the base must be executed completely differently.

He has no right to do so. In BY it only applies to already existing walls (old buildings). But not on his side either. No. He doesn't (I am one myself). But since he is not allowed to, the issue resolves itself anyway. That would not be your problem and is often the case with such buildings. Otherwise, an offset building is nothing special (just more complex and expensive). Give me some info on the development plan. Name and city. What does the textual determination say?
