A "talking to each other" sounds so simple. I also have such a problem with a neighbor and it’s not that easy, especially it is advisable to know the legal situation beforehand. There are also limitation periods and protection of existing rights, and that’s why I would, if a friendly conversation does not lead to immediate actual action, repeat the request in writing.
With my neighbor, for example, I would definitely fear that he might later accuse me of some kind of threat (he did that with another neighbor). So I will, for example, only talk to my neighbor in public and in the presence of witnesses.
So: talking to each other - yes! Being cooperative at first - yes! But well informed and then with a clear deadline "by when can you take care of this?" and if nothing happens, then in writing "in our conversation on [date] you agreed to remove the excess by [date]"
