Just have a buddy show up in work clothes who takes down the enclosure, then tinkers around with something there and then leaves again. So that your neighbor sees it, then you ask if it’s better.

The matter is clear, why should he continue messing around there now and start a new discussion.

I will wait for now, he doesn't hear any humming when the heat pump is on but I tell him it is off

For heaven's sake no, then he will say it has gotten catastrophically worse.

Of course there are idiots everywhere, but surely each of us forum writers is also considered an idiot or a weirdo somewhere. First of all, one should simply assume that this person is actually perceiving something annoying and one should try to change that. One person is bothered by dogs barking, another by screaming children or the dull bass of the sound system. I can understand all of this, since some things bother me too, so I would put my energy into solving the problem instead of trivial, theatrical ideas. Normally, a neighbor doesn’t wake up in the morning and think about what might bother them about the neighbor today. YES, that does happen but it is rather the rare exception.

I would sign that too instead of immediately making the neighbor a case for the psychiatric hospital.
