Is basically allowed - not only because of cable routes, it can also be about the floor profiles for drywall partitions, for example.

All waterproofing membrane manufacturers, however, have recommended additional sealing measures: with Alujet, for example, the dowel holes should be sealed with Alujet Allfix.

Dear forum community,
the questioner had written the following in his initial post:

From the type of sealing (with metal insert) as well as from the workmanship, this is a SEALING, and not a vapor barrier!
Completely independent of risk assessments, whether and how damage could occur due to leaks, every penetration of the sealing layer is a not acceptable fact.
I already hear the voices trying to downplay the defect.
If this were a judicial evidence preservation, the responsible company would, according to my statements, remove the completely perforated sealing again, attach the installations to the raw ceiling, and then apply the new sealing layer above the (now covered) protective pipes.
Who, when, and where has already accepted a similar execution in their home is not of any interest here!
No, such an execution as carried out is neither proper nor professional and should not be accepted.
