Of course you can come to terms with it. But does it fit the requirements? We are talking about new buildings. If I know I will regularly spend 8 hours a day working at home, I certainly wouldn't willingly build that "underground." There are rooms that are used far less and are given far better locations in the building. I would rather move the bedroom to the (suitable) basement than work 8 hours a day in the basement.
Huh? I have a large daylight window in my office, attractive tiles, underfloor heating, ventilation system, 2.36-meter ceilings - I don’t feel like I have to "arrange" myself...
