If you have no connections, you will unfortunately have to buy in the expertise. There is no way around it. For that, you then also have someone neutral by your side. Friends/relatives with half-knowledge are emotionally too close, from my own experience I can only advise against it, unless the person is really an expert and up-to-date.
It is pointless to just read the moisture level. For a purchase decision without an upset stomach, you need unequivocal information about the cause and the expected costs. Otherwise, it threatens to become a bottomless pit.

Well, with a purchase price of €95k, you get what the price says. In most parts of Germany, you wouldn’t even get the land for that.

Was just about to say, for the price better to just tear down and rebuild. But depends on where.

You can't just tear down a townhouse, folks.

Moisture on the exterior walls in the upper floor is what would worry me. Some moisture in a vaulted cellar from this year of construction is normal and was intended (storage of food). We have a [REH] from 1921 with a vaulted cellar^^. It is also slightly damp, which is normal. But it is not normal if it goes all the way to the top.
Bring someone who knows their stuff along. They must have knowledge of old building renovation.

neh, neh.....that would be pearls before swine in this case! ;) Here with us in NRW, rather rural located, you can still give a property of that price category a chance.
