P.S., as said: my preferred development of the thread would be that the OP objectifies the discussion by discontinuing the planning of the ground floor and attic/upper floor. A professors' quarrel unfolds a (limited) popcorn value, but does not really solve the problem of the actual question.

The building authority is usually not completely stupid either and will wonder why large dormers are being built when there is only empty space behind them.

Oh, around here some demolitions were also ordered after drone flights and AI-supported aerial image analysis. It seems to be increasingly common. And when I look around at all the stuff being dumped into the gardens, I’m not surprised.

That is theory from your "Project Management for Beginners" guides, but it has very little to do with reality ;)
According to that, anyone who has ever paid a craftsman under the table would mentally be an evil criminal capable of all kinds of other misdeeds...

Tell me, do you sometimes drive 52 in a 50 zone in town? :D

Yes, that’s how it is. Thanks to drones and AI, it’s now so easy that these construction sites are increasingly being tackled.
But as long as drones don’t fly into houses to check floor plans or see inside with X-ray vision... I don’t see too much danger with violations inside.
I think the building authorities are overrated in this regard; they approve and are glad when they get rid of the building application.
