Looking for authorized building plan submitter! Who is authorized to sign?

Hello dear ones,

we are facing a big problem.
We are about to buy a plot of land and start construction.
Our construction manager recommended a draftswoman who designed a house according to our wishes. She already said at the beginning that she needs to have it signed off by an architect. This apparently already happened once.

Now the financing is about to be completed and the only thing missing is the signature of a [Bauvorlageberechtigter]. Apparently, the architect is being uncooperative, but I don’t know the background.

Now I have read that in [SH] and [Hamburg], a master bricklayer, master carpenter, or master concrete builder can also sign this.
Is that true and do you have any experience with this?

Apparently, the signature is only important for the [Investitionsbank SH] and has absolutely nothing to do with liability.
Do you have any idea what we can do now? I am a bit desperate because we are actually close to completion and now it should fail over this small detail...

A little background: we are building the house with a relatively small construction company (friends of ours) and will work on it a lot ourselves.

That depends on what you want to build. Provided the master craftsman is sufficiently insured for the corresponding projects, he is authorized to submit building plans for a detached two-story house with one or two apartments. That is deceptive. As my conditional sentence above already suggests, it has a lot to do with liability and is also a mandatory requirement for the approval authority. Without the signature of a proven authorized plan submitter, the building application will be returned unprocessed due to significant deficiencies.

Why is that?? Anyway, ask her who she recommends, or is it her first house? Edit: I just saw, she is only a draftsman, not an architect herself.

Do you think it is acceptable to simply approach an architect with this? It is basically all finished, he is supposed to ‚only‘ check it and basically keep an eye on the construction. What price range are we talking about here?

He could charge a high price for it. It would be really interesting to know what the problem is. So: find out who that is and call.
