I don't need to define illegal; everything is precisely regulated by law.
What I mean you can see in the pictures. And I fear that you will see this more often the more landfill costs add up.

Ah ok, I’m totally with you on that, that just doesn’t work. Due to the high disposal costs, it will soon be cheaper to buy a field and spread the excavation there. I didn’t quite understand the thing with the farmers though. Each one of them has at least a meadow with a "Kaul" that gets filled up, then topsoil is put over it, and everyone is happy in the end.

Farmers are at risk in this regard because illegal dumping is happening especially on their land.

There are zoning plan regulations where you are not allowed to alter the natural terrain. You are already in trouble just by moving the excavated earth. Not to mention the basement.

Yes, I know what you mean. But from experience, I can tell you that most people don't care about that. I mean, if I raise my field by 10cm or level out hollows, no one sees it. Of course, it's different if you suddenly raise your terrain by a meter. The thing with the basement would be new to me. I have never seen a development plan where a basement is prohibited. But I only know about my area.

As far as I know, the farmer is only allowed to spread uncontaminated excavated soil. However, I am not entirely sure about that. He does not want to introduce pollutants. What is more, especially with rubble, a higher pollutant class can mean that transportation costs multiply. It makes a difference whether it is 20 km or almost 50 km one way.
