Ask the expert you trust if you can invite him onto the property for a beer and have him give a rough estimate. If a second opinion lands in a similar range, you'll get a feeling for it and so on.

Unfortunately, that won't work out time-wise, and at most I have a carpenter I trust at hand, but he cannot make any statements about it. The neighbors want to sell. Yesterday, I had already declined due to the high expected construction costs, but now they have gone down quite a bit on the price, so it is at least somewhat more likely for me that we could manage it financially.

No idea how this is regulated in NDS. I don’t pay for the house connections up to the property boundary, but up to where the main line is. If you’re unlucky and the electricity and drinking water run on the other side of the street, then you quickly have 26 meters, not 16 ;) One utility here costs about 100 EUR per meter, plus a basic fee.

I’m currently building with Town & Country, however 152 m² and my plot cost 135,000. Therefore, I don’t believe you can manage under 500,000. Maybe the bare house, but never and never move-in ready with a nice garden, driveway, fencing, carport, etc.
