Because the seller still encumbers his property. It does not yet belong to the buyer. Cities and municipalities are often somewhat particular and only allow land charges up to the amount of the purchase price.

That is what the notary said, the mayor was sitting next to him. We went to the office with the mayor and the employee said that the people who bought a property before us had the same problem. The bank cooperated.
