I see it similarly. That means: Either you stick to your plan and wait until the four years are up, or you buy and build now and accept that additional costs will arise due to your spontaneous change of plans. Building must be affordable in every respect, but you are already quite tight regarding your entire financial situation.

Apart from the fact that I agree with my predecessors: building will probably still get more expensive during that time. I am not familiar with the speculation tax, but maybe financially it doesn't make much difference if you postpone the construction?
