Land acquisition from the municipality with building obligation

I thank you all for your answers and opinions. Selling the apartment is an absolute last resort, causing us to lose a lot of money which we will ultimately still be short of. I quite like the idea of interim financing from equity. We are trying to pay for the land from private funds, which together with own work on the interior finishing will definitely be well received by the bank. In the end, the apartment will be sold, from which we will repay the interim financing and complete the outdoor facilities with a garage. That is the plan.
