Developers often have their own architects/planners. If the main costs lie in the documentation, these are internal costs for the developer, which he can usually absorb, as he also includes a buffer or profit for himself. I would put the developer under pressure and insist on the KFW70, as stated in the offer, or otherwise not build with him. As someone already mentioned, he may have only kept the offer costs low because of this and now wants to push through a higher price, which other companies may have already told you, but with them, you would actually get KFW70. We also negotiated with 3 developers for a long time; in the end, the "seller" (who also wants his commission) calculated back and forth until the offer was almost 10% cheaper than his first offer for the same house. In doing so, he probably didn’t always please his own employer in some things, but as I said, he also wants his commission. And if it’s only a small amount in terms of material and labor costs, the company will surely manage it somehow, especially since you are (at least morally) in the right. Otherwise, have you considered what you might be able to do yourself? I had also never done many things before and must say that everything we did ourselves turned out very well. It does take longer, but you are also more meticulous. You can write anytime, and I can tell you from my perspective what is not a problem at all and what I would stay away from...
