Why? The municipality does have a right to determine what becomes of a new development area when they are creating it from the ground up. A development plan must also be accepted. Ultimately, every residential area also represents the municipality. You don't have to buy it :)

Have now also received the contract draft from the notary.

“The buyer undertakes to continue to construct all residential buildings so that they meet the requirements of the KfW Efficiency House Standard 55. The buyer is obliged to prove compliance with the requirements of KfW 55 after completion of the construction measures by submitting an energy certificate.

If the buyer does not fulfill the obligation or does not fulfill it within the deadline, the city is entitled to exercise a repurchase right for the property or to claim monetary compensation of 5% of the purchase price per violation, but in total not more than 25% of the purchase price.......
