Is the floor space index adjustable against an additional payment?

Construction site Berlin. Unfortunately, due to corona-related restrictions, it is currently not possible to obtain telephone information from the building authority, so here is the question:
I have heard that it is possible to obtain an increase in the floor area ratio by a certain percentage in exchange for payment eine Erhöhung der Grundflächenzahl um einen bestimmten Prozentsatz zu erhalten.
I do not mean the 50% exceeding due to secondary areas such as terrace or paving, but the main building area.
Has anyone heard anything precise about this before?

No, that is not correct. You can apply for an exemption from planning law stipulations or regulations. If this is granted, there is a corresponding fee for it: However, it is not automatic that you pay money and receive an exemption. Conversely – if you receive an exemption (for whatever reasons), you have to pay for it.

We paid a few euros because we exceeded the maximum building width in the area by 1.5m. You cannot buy a claim for a special permit.

@nordanney / @ hampshire Thank you for the information, I will research how such an exemption works or is possible. Unfortunately, I do not want to build over just 1.5m, but also want to build a small additional house on my property. Property 744m² Floor area ratio 0.209 buildable, i.e. (744:0.209) = 155.5m² //// already built 122m²------remaining 33.5m² Unfortunately, that is a bit tight even for a tiny house. I would like at least 60m². That would mean, in addition to the possible 33.5m², another 26.5m², which would probably exceed an acceptable overbuilding somewhat. Calculated, I would need a floor area ratio of 0.244 instead of 0.209, which would mean an increase of 17%. The resulting core question is therefore whether an exemption (cost question ok) from planning regulations could allow an increase in the floor area ratio by 17%. "You can apply for an exemption from planning-related stipulations or regulations" Where could I research to what extent this 17% exceedance is possible or has already taken place, or essentially too high (and thus not within the scope of what can be realized)? I probably wouldn’t have gotten this magnitude approved so easily here – but every authority is different. If you can explain using plans that the whole thing integrates very well into the residential area, and there are no disadvantages for the aspects that are important to the building authority and urban planning people, your chances increase. Think about parking spaces, land sealing and its compensation, rainwater and wastewater, access, fire department... just do some research on what people in your area "particularly care about."
