Is the development plan/drainage for rainwater runoff permitted? Single-family house

Hello dear forum writers,

we are currently building our single-family house and are thinking about the property. Unfortunately, there is a lot of water behind our house, which we would like to divert in the future via a drainage system. It is rainwater, not groundwater. This begins at about 2 meters depth. Now the following is stated in the development plan:

Within the established general residential areas, the installation of drainage and other technical systems for the discharge or lowering of existing groundwater is prohibited.

What do you say, can a drainage system be installed or not? And especially if not, how should we keep the property dry? Maybe you have an idea

Is rainwater that stands at a depth of 2m not considered groundwater because it has penetrated into the soil?

Why does it stand at 2m depth? Impermeable layer? Water pressure from below? Where exactly is the groundwater?

Why would this text probably be included in the development plan? Stream/lake nearby? It probably wasn’t included without reason. Maybe you will never get the property completely dry?

Since you want to dispose of rainwater, you have nothing to do with the groundwater... however, your drainage must not be located in the groundwater either...

A visit to a specialist is essential...

questions upon questions: no idea, that's why I'm asking... no body of water nearby and the rainwater= groundwater I see the definition a bit differently... will ask the city how it is meant, thanks mycraft for your contribution, I see it as you do, a specialist will help us further there will surely be a possibility. after all, the city has no interest in constantly flooding our property^^
