Is static and thermal insulation calculation part of the HOAI?

Hello everyone,

we recently received an offer from the architect (HOAI, fee zone 3, minimum rate, remodeling surcharge and incidental costs each 5%) - in total just over 53,000 and then were surprised to read "in the fine print" that "structural calculation and thermal insulation calculation" are not included. This is probably because both are not provided by our architect.

    [*]Is this correct / permissible so far? Or should these points be included?
    [*]Are the "parameters" for the offer okay, based on a cost estimate of 325,000 euros?

Yes, Statics and Energy are separate. Zone 3 is correct for a single-family house, the minimum rate is also good. I don't know about surcharges.

Ahem, stupid question: The architect's offer is based on estimates, without a tendering process for the trades. If the actual costs later differ, will the fee be recalculated? Or is the fee fixed if we sign now?

Phew detail, just leaf through the HOAI. In my opinion, it depends on the individual agreement, as long as it stays within the limits of the HOAI.

That depends somewhat on your contract arrangement and which HOAI you are following. According to the 2013 version, a cost determination must be carried out at the end of LPH 3, from which the chargeable costs and thus the fee result. In other words: yes, until LPH 3 the fee grows, after that no longer. Whether this is actually practiced is another matter...

A few additions: drainage planning is sometimes extra, as are structural engineering and energy stuff (the latter have been nicely clarified). Minimum rate sounds good in principle, we pay 3/4 rate...
Does the offer cover all 9 service phases? Or only 1 to 8? The latter is often done lately...
