Is it possible to convert green area into building land? - Lower Saxony

Hello everyone and thank you very much for being accepted into the forum. I hope that I am in the right category; if not, I am happy to be corrected.

Regarding my question: A property of about 1500sqm owned by the family in the center of a small town in Lower Saxony is designated as a "Grünanlage" in the development plan. Neighbors are single-family houses to the north, a kindergarten to the south, and more single-family houses to the east. To the west runs a street that leads further into the residential area. On the other side of the street are terraced houses.

Is it possible to subsequently convert the property into building land? This was pursued by the city; however, at that time my family did not have the funds for development.

What costs should I expect for development? According to neighbors, pipes have already been laid under the sidewalk in front of the property; only a "branch-off" to the property is missing.

I would also appreciate links to similar topics; I was not successful using the forum search but perhaps did not use the right keywords.

Your description sounds like an unfenced dog walking meadow in the middle of a residential area. Since you (to my mild surprise) mention a development plan, it is already part of a planned area, and the "development" probably means laying branch lines for house connections of gas / water / electricity in the street (?). The plot itself, as I understand you, is a green area; in that case, the development plan would have to be changed, and the plot assigned to one of the development plan sections (provided it is even divided by corresponding boundary lines).

And where is the garden land located? To the north, south, or west? The utility providers will advise you on the development costs themselves.

Thank you very much for your answers! I will try to answer your questions.

The plot is fenced (about 1.5m high chain-link fence), an electricity connection is available. However, there is no water or gas connection.

I tried to graphically represent the location somewhat. Orange is the kindergarten, green with an X is the plot I am concerned about. Red are building plots (all developed, row houses on the left side of the street, 1.5-story single-family houses on the right side of the street). Further east, that is to the right outside the picture, the residential area continues.

Does anyone have experience with how long a conversion to building land would take, if it is allowed? I would like to develop the plot, if possible, from 2023/24.

Ok, understood!


So the city would have no problem developing the green area for building land?!
I would start a building inquiry and then have it developed… as already said: the utility providers have flat-rate contributions… in total for gas, electricity, and water and telecom around 10,000 €, just like for every plot.

Typically, a council resolution is required for rezoning.
Before that is in place, one can sink a lot of €,
if one prematurely assumes the resolution optimistically.
