But this only applies to buying/selling, right? For owner-occupied new construction you don't actually need one?

So a thermal insulation certificate, which is mandatory for the building permit, often has 50 pages including ventilation concept/summer thermal protection. Compared to that, an ordinary energy certificate probably pales in comparison, but it only costs a fraction ...

A thermal protection certificate was not even asked for. An energy performance certificate is not the same as a TPC.

That's right. You don't have to worry about a 250€ energy certificate if you have bought a 1000€ thermal insulation certificate.
