I wouldn’t put it that way. In the case of inheritance, one would also want to determine the value (=market value). This article
(link removed: search market value property on Wiki) helped me a lot, as we currently have a similar case in our family (albeit with a land reference value of < 10 euros/m²) ;-).
The question is whether you both can agree on a procedure to determine the market value, accept the result, and also bear any costs. In my humble opinion, the land reference value is only a rough initial indicator of the market value. This is probably higher than the land reference value in the current times, meaning, objectively speaking, you can only lose if you initiate a serious valuation. Of course, I cannot comment on the family relationship at this point.
