Is a pedestrian crossing necessary if there is no sidewalk (in Berlin)?

I cannot find a definition for "non-drivable road component".

That would be for example the sidewalks. They belong to the road, if present, but are not drivable.

You have to distinguish between driveways and sidewalk crossings!!! You said, you don't have sidewalks over there… ! 1) The road components not intended for driving may only be crossed by motor vehicles at special crossings (sidewalk crossings). (2) Sidewalk crossings are to be constructed, altered, and maintained by the road maintenance authority.
