Hello,

I had an increase in room height to 2.40m and living area screed + heating included specifically for the basement when it was constructed for our house. Is that sufficient to use the hobby room as living space? Or do I still need to pay attention to anything regarding the external insulation? Currently, several layers of bitumen and about 6cm of Styrofoam have been applied on the outside.
Does the basement then officially count as living space and must also be considered as living space by the building authority? The Srchi counted the hobby room with 33sqm as living space.

Clear room height, finished dimension >= 2.40m! +Insulation + Heating according to Energy Saving Ordinance +Lighting and ventilation: daylight, window size, visual connection to the outside including the window sill height should be considered by the architect, otherwise it remains a hobby room. If you are building with funding, the funding guidelines must also be taken into account.

hm, finished size is 2.40m Heizung ist da, calculated for the size of the room. A 2-wing window with a built masonry light well. remains the insulation, is the insulation from outside with Styrofoam panels sufficient?

You don't need a light well, for example, a slope in front of the window also works, making it significantly brighter and friendlier than a light well, as the angle of light incidence is more favorable.

yes, I had thought about that too, but it is not possible, I only have 3m from the window to the property boundary, and above runs the access path to the house entrance. The bottom edge of the window is at 2m depth.

In principle, you can do and live in your house however and wherever you want. However, your architect is not allowed to designate it as living space. If you receive housing construction subsidies, e.g. [junge wachsende Familie] or similar, it may be that this space is not counted or, in the worst case, the subsidy is not paid.
