I am not familiar with the laws in Lower Saxony, but I think you need a permit for that. Actually, it should be possible to make the drawing yourself. However, it may be that you need, for example, a structural calculation. If you have the carport built by a company, they can usually do that for you. If you want to build it yourself, you will need someone to do that for you. It is best to ask the building authority directly what you need for the building application.

I live in the neighboring federal state and we had to submit a building application for a "simple" carport. This included static calculations and a site plan with the carport drawn in. Since I had no knowledge of this, an architect took care of it. With everything included, we paid just under 600 euros for it.

In addition, according to the garage ordinance, you must maintain a distance of 3m from the street, unless you are granted a deviation, which is possible under certain conditions.
