The question is whether they (would) do it, which can regularly be denied. I rather see chances that local providers – often for example the municipal utilities – will develop areas.
They do it (if not completely undeveloped) already. The question is for what money. We inquired with Unitymedia and Telekom. Both wanted about €20K each. We declined that graciously and are now sticking with copper and VDSL via Telekom.
I didn’t mean a single connection, but the development of an entire area. This is currently being subsidized and would thus reduce/eliminate the connection costs for later customers.
